Abstract : Japan's national universities have been incorporated so as to allow them to secure a position of strength within a competitive global society. The national universities used to be governmental institutions.
By severing them from that status, the aim is to allow the universities an autonomous environment, one under which they can form their own strategies, hone their institutional identities, and compete as friendly rivals with one another.
Ultimately, the goal is to create universities of a vibrant, internationally competitive character. Vis-a`-vis the past, a much greater part of program planning and execution will be left to the university's own discretion.
As a counterpart to this shift, a third-party evaluation system has been introduced. Incorporation coupled with periodic third-party evaluations is expected to engender dramatic reform within Japan's national universities.

The Library Management in after the Incorporation of National Univeristies

Abstract : The incorporation of the national universities in Japan affected the university library management.What kind of changes and influences did bring about in the university libraries after the incorporation?
I examine the present situation and the perspective of the university libraries, mainly in the case of Hiroshima University Library.
At first I consider what the incorporation is, how the reform of the university management sysytem should be carried out. I compared the position of the national universities and the library directors in the organization of the university management,
with before the incorporation, and predict the prospect of universities libraries. Finally I review the present situatiion and the problems of the university libraries after the incorporation.

New Policies after Integration and Incorporation in the University of Yamanashi Library

Abstract : The University of Yamanashi Library has enacted three new policies since incorporation occurred after integration of the university. First, materials in the university library are to be concentrated and administrated centrally.
Second, the structure of the materials cost distribution is to be changed in accordance with corporate principles. Third, the cost of electronic journals will henceforth be designated as an overhead cost.
These new policies have been enacted quickly after integration because the incorporation of the university accelerated developments that had already been evident over a long period of time. These reforms will allow the two libraries to be integrated in the true sense the word.

National University Corporation and Academic Librarian

Abstract : Japanese national universities had turned into independent administrative institutions (IAIs) since April 2004. Whereby, National University Libraries are required to move ahead on personnel management, organizational and institutional reform.
At the same time, National University Libraries will be faced upon drastic transformation of information society. It is difficult to keep up with these changes just with the library experiences, skills or knowledge. However, university libraries are expected to fulfill universities' obligations on education and research activities as a core station of intelligence infrastructure.
In this paper, I would like to introduce how the librarian's trying to change, and verify the approaches done by Kyoto University Libraries and Japan Association of National University Libraries after April 2004.

Academic Library Evaluation in the Institutional Environment

Abstract : The evaluation of academic library has too much focused on how a library process its activities rather than how it play the role in the institution. This paper argues it should be done in institutional environment.
Looking at the accreditation standards as well as precedent outcomes assessment activities in the ARL and ACRL libraries, it maintains that the library outcomes should be assessed along with the education/research activities of an academic institution, and it also suggest the evaluation with broad perspective on a library activities and its outcomes.

National University Corporations and their IPR Strategy

Abstract : Effective utilization of Intellectual Property Rights (IPRs) originated from university researchers is increasingly expected by the society. Against this background, the transition from individual-researcher-ownership of IPRs of the inventions made at universities to institutional-ownership is realized at most national universities at the time of their incorporation.
Necessity of this transition and outline of on-going establishments and operations of IPR departments at national universities is explained. Then, important issues are outlined to be investigated by national university corporations in formulating their IPR strategies such as clear definition of objectives of IPR management, effectiveness and speed of management and harmonization of university culture and industry culture.
