Library Consortia and Scholarly Communication

Abstract : Scholarly communication has been in serious crisis due to dramatic increase in volume of scholarly publications and in price of scholarly journals. Since an electronic journal is in the form of electronic information, its price is determined as a license fee through negotiation with its publisher. To cope with the situation, libraries form consortia to strengthen the bargaining power and share knowledge and experience. A library consortium needs to have its own management and should have its activities evaluated. A library consortium should serve not merely as a buying club, but play central roles in scholarly communication through production and dissemination of digital information.

The Establishment of the Electronic Journal Consortia of ANUL

Abstract : The establishment of the electronic journal task force of the association of national university libraries (ANUL) was dealt with. There were a lot of issues to be solved when subscribing to electronic journals in the national universities.The activities of the task force to build the consortia with large publishers were explained in detailed. The issues remainded were also described. In order to maintain the consortia and build new ones the sustainability of the electronic task force of ANUL should be considered. Furthermore, the new method of the academic information circulation should be also established.

Activities of the International Coalition of Library Consortia (ICOLC)

Abstract : The ICOLC (International Coalition of Library Consortia) is formed in 1997 as a Consortium of Consortia, whose goal is to promote smooth distribution of scholary publications. In this paper, firstly I analayzed the characteristcs of ICOLC member libraries. Secondly I reviewed ICOLC activities, and found out its future perspective with the comparison between its original policy statement and the revised one.

Academic Library Consortia in China

Abstract : Since 1978, higher education in China has expanded during the period of reform and opening to the rest of the world. Academic libraries have transformed to make the transition to this circumstance. New library consortia have been formed due to the construction of the information infrastructure and pressures to provide services with fewer financial resources since the 1990s. As one of the public service systems in Project 211, the China Academic Library and Information System (CALIS) was approved by the State Development and Planning Commission of China in 1998. CALIS is a nationwide academic library consortium and a resource sharing network based on the China Education and Research Network (CERNET). This article reviews academic library consortia in China by means of focusing on the CALIS.

Developments in Electronic Journals and Library Consortia

Abstract : Widespread availability of network infrastructure and exchange of the scholarly communication has brought about a big changes. The academic journal which are the nucleus of scholarly information is undergoing internal changes, and is transforming to be the main material of "scholar's portal". @In this paper, the topics of the libraries handling electronic information resources and inherent challenges, common action, etc. are discussed with special focus on electronic journals.

Library Consortium From the Viewpoint of an Information Provider

Abstract : This article describes the current situation of consortium from the viewpoint of an information provider, who has experience in negotiating deals with consortia outside of Japan. Cases around the world prove that through a partnership with an information provider, a consortium group can realize the goal of advancing library systems. As the concept of consortium in Japan is in the early stages of development, it will take time for library consortia to build partnerships with information providers.

A Review of Studies on Library Use Education and Information Literacy Education

Abstract : In this paper the author reviews the recent trend of studies on library use education and information literacy education published in Japan during a period from 1999 to 2001. Most of these papers are theoretical studies, case studies and surveys at academic libraries. Case studies in libraries affiliated to national universities in Japan especially appeared. On the other hand, few researches have been conducted on library use education at public and school libraries. Also, there are few practical reports.
