Information disclosure from the viewpoint of information policy,

 Abstract : Information disclosure law comprises a part of information resource management. When the government sells administrative information, it is exempt from the application of the law. Therefore, it is very important that the price of the information is reasonable. Also, the stores which sell administrative information should be conveniently located. On the other hand, it can be justified to set a price to reflect commercial benefits in case where only a limited number of companies can take advantage of it. Libraries and archives should make an effort that their primary and secondary materials can be accessed on-line by digitizing them.

Freedom of Information and Public Participation,

 Abstract : In order to increase public participation government information should be provided to the public prior to government decisionmaking when citizens need government information. The formal requesting procedure for disclosure (“passive" information disclosure) is not only expensive and time consuming but also limited to documented information. Therefore, the government should voluntarily disclose government information without waiting for citizens' requests (“affirmative" information disclosures).
 Nowadays the Internet become one of the most powerful means to disseminate government information and to increase public participation in government decisionmaking. If the government relies too much on the Internet, however, the problem of unequal access will arise. Therefore, the government should use the Internet to supplement, rather than replace, other various means to increase public participation in government decisionmaking.

Archives and Freedom of Information,

 Abstract : Japanese Freedom of Information Act is scheduled to be enacted from April 1, 2001. After the enactment government records shall, in principle be disclosed on-request basis. Whereas non-current government records of historical and cultural value are not subject to the FOIA. Then how the archives, or those non-current records of historical and cultural value would be handled at the outside area of FOIA system? The author tries to review the roles of Archives agencies and Libraries together with archivists and librarians which all involves in preservation and service of the archives at the pre-enactment days of the Japanese FOIA. Also reviewed are the footsteps of ICA since its 60s activities and the idea of the right to access information.

 We should apply freedom of information ordinance more, and also freedom of information act coming to enforce soon.

 This paper clarifies a variety of problems relating to new drug discovery and examines the utility of computer system application in the field of R&D support. In conclusion, the author proposes a R&D support system for new drug discovery based on the integration of IT and methodologies that are recently attracting much attention.

The present and the subject of a library system -For the establishment of the next operating model and the collaboration between university libraries,

 Abstract : Main system for all private campus of Keio university library, “KOSMOS", was replaced in October 1998, and the service of new system “KOSMOSII" was started. We had developed and improved library services and library systems from 1992 KOSMOS start in order to improve in not only the system performance but also the efficeincy of business. The main purposes of this process were what set up the optimum business model and system environment, dividing library business into a functional unit. I would like to propose the frame of an business model turned to KOSMOSII, explaining this progress,
and the concept and the composition of KOSMOSII.
