Abstract : This paper describes library services for users with
disabilities among universities in Japan, mainly about a matter of facilities
and equipment. First, it introduces two reports as a result of research
study by Association of National University Libraries. Next, it describes
characteristics of library services for users with disabilities in university
libraries. And it describes the practical side of facilities and equipment,
containing examples in University of Tsukuba. |

Books for the Visually Impaired

Abstract : Visually impaired people can read braille books by their
fingers and listen talking books through their ears. The libraries for the
blind in whole country store many braille and talking books in their stacks.
Almost all of them, however, are books for amusement, for example tales,
novels and essays. Professional books which students, scientific researchers
and professionals want to read are a few. In order to solve the problem,
the Japan Braille Library and the Support Center on Study and Occupation
for the Visually Impaired are providing private services on braille transcription
and recording for individual needs and private reading service on professional
books. |

Abstract : In 1981 under a slogan “full participation and equality"
coind by the United Nations for International Year of Disabled Persons,
reconsiderations were bagun to be given on public buildings, transportation
systems, houses and daily living products from the aspect of easy use by
person with disabilities. Lowered mobility and weakened sensual perception
were taken into consideration, and the viewpoint “universal design" and
“kyoyo-hin" were adopted even in a field of special aids and services. In
1990s, from the standpoint of full social participation and QOL (quality
of life) of elderly and persons with disabilities, such designs in daily
living products and equal access to information became the main issue of
consideration. |

Abstract : University librarians feel a certain (high) level of
agitation over persistent journal price inflation during the past decade
or more. Furthermore, the librarians' ire was focused on a small number
of large publishing houses (large in the sense that they had large portfolios
of titles) whose price “leadership" had helped decimate their budgets and
imperil scholarship at their institutions. Obviously, if companies were
behaving anti-competitively in this market, we would have to break new ground
to determine how and why. |
